Railway Construction
Belarms can provide finance and construct railway
systems whether as new track or modification of
existing railway routes. Finance and construction
can be on a build to completion basis or on a build-
operate-transfer (BOT) basis for periods typically
between 15 to 30 years. BOT has the advantage in
government budget allocations of passing on the
cost to the actual users - the next generation.
Track and related railway construction will be carried
out efficiently, with the choice of rail equipment and
carriages being up to the government to determine.
If construction is on a BOT basis the cost of any
additional rail equipment and carriages can be
included in the BOT arrangement.

heavy rail, underground rail and light rail construction.
Track laying for heavy rail
Heavy rail in standard gauge configuration is the most economical
form of track building as it benefits from standardized signal
equipment and rolling stock configuration and parts.
In operations both freight and passenger lines have a lower
maintenance cost if the rail is built as standard gauge.
Metro rail carriages
For small towns with limited growth a
light rail system may be preferable.
But for large cities a variable-length
heavy rail carriage configuration has
the greatest flexibility to meet demand.
Electrification work in progress
Certain equipment provided in the construction phase can be retained by the railway operator for maintenance and future route expansion.
Route evaluation
   Prior to entering into a comprehensive
agreement for railway construction - which
may include bridges, road diversions,
underpasses and related work, an
engineering evaluation will be carried out
by Belarms to confirm details provided as
to the condition of the track route.
   Once the initial MOU is superseded by
a construction agreement, related issues
such switching systems, rail equipment
supplier and similar fitting out items will
be dealt with.
Line Electrification
Adequate power supply along the line is
an essential item of planning. Should there
be a system shortage then Belarms can
include electricity generation facilities
along with the rail construction contracts.
Station Vicinity Construction
Rather than allow a brand new railway have
to service run done or non-existent
infrastructure around stations, provision
can be made for infrastructure pertaining
to the station or within say a one kilometre
radius of station for high density
residential estates, commercial and retail
development with under cover car parks.
This construction could also be done on a
roll-over funding basis, with even a levy
being imposed by the government on
structures built by Belarms and sold off,
so reducing long term debt obligations on
the part of the government.
Modern underground metro station
Gone are the asphalt and concrete
surfaces as commuters demand clean tile
surfaces, air conditioning and security
systems for every station.
Intercity High Speed Rail
Belarms can provide route construction and equipment at reasonable cost for Chinese 300kph high speed rail. Japanese, Korean or European train systems can also be included as an alternative.
